The most common rate is 3.29% at 90% LTV or below

Japan Housing Finance Agency data for funds received in August 2026 show that new-group-credit-life-insurance Flat 35 loans with repayment periods of 21 to 35 years have a rate range of 3.290% to 5.570% where the loan-to-value ratio is 90% or less. The most common rate is 3.290%. When the financing ratio exceeds 90%, the range is 3.400% to 5.680%, with 3.400% the most common rate. For Flat 20 loans at 90% LTV or less, the most common rate is 2.970%. Borrowers also need to compare lender fees because two products with similar interest rates can still produce different total borrowing costs.

At high home prices, the combination of rate and down payment matters

For a home purchase financed with tens of millions of yen, small differences in interest rates can compound into meaningful changes in monthly payments and total repayment over 20 or 30 years. The difference in the most common rate above and below the 90% financing threshold also illustrates how the size of the buyer's equity contribution can affect borrowing conditions. Condominium owners must additionally budget for management fees, repair reserves, fixed-asset tax and insurance. A lender's maximum approved loan amount should therefore not automatically be treated as the amount a household can comfortably spend on a property.

Flat 35 should not be confused with investment-property financing

Flat 35 is a long-term fixed-rate home-financing product and should not be used as a proxy for the interest rate available on an apartment building or condominium acquired primarily for rental income. International investors cannot assume that a 3.29% home-loan rate will be available for an investment property. The legal ability of a foreign national to buy Japanese property is also separate from eligibility for a specific Japanese mortgage. Residence circumstances, income, equity contribution and property characteristics can all be relevant to underwriting, so buyers need to distinguish owner-occupier home finance from investment-property lending.
