Tax relief for qualifying owner-occupied homes

Japan's National Tax Agency has published guidance for individuals acquiring homes and beginning occupancy in 2026. Under the housing loan tax deduction system, qualifying individuals who use mortgage financing to build, acquire or improve a home may deduct a calculated amount from their income tax. The calculation generally references outstanding qualifying mortgage balances and relevant acquisition costs. Eligibility is subject to statutory conditions, and purchasing a residential property does not automatically establish entitlement to the deduction.

First-year tax filing requirements

According to the tax agency, taxpayers generally need to submit an income tax return with the necessary supporting documents when claiming the deduction for the first time. Salaried employees may be able to claim subsequent years' deductions through employer year-end tax adjustments. The applicable calculation and eligibility requirements depend on factors including the property category and year of occupancy. The date when a buyer actually begins using the property as a residence is therefore relevant, not merely the purchase contract date.

Considerations for foreign property purchasers

Foreign nationality alone does not determine eligibility for Japanese housing tax relief. The buyer's Japanese income tax position, qualifying residence conditions and intended property use must be considered. Properties acquired primarily for rental or investment purposes are fundamentally different from owner-occupied homes covered by the deduction. Overseas residents should distinguish their ability to acquire Japanese property from their eligibility for personal income tax benefits. Individual outcomes depend on the applicable tax rules and circumstances.
